ISMC at the presentation event of the Mineral Raw Materials Action Plan 2026–2030
The Iberian Sustainable Mining Cluster (ISMC) takes part in the presentation of Spain’s new Mineral Raw Materials Action Plan, highlighting its strategic role in the energy transition, industrial policy and European strategic autonomy.
The Iberian Sustainable Mining Cluster attended the presentation event of the Mineral Raw Materials Sustainable Exploitation Action Plan 2026–2030, organised by PRIMIGEA.
The event brought together institutional representatives, industry stakeholders and experts to discuss the strategic importance of mineral raw materials in the context of the energy transition, industrial competitiveness and Europe’s pursuit of strategic autonomy.
A strategic plan aligned with European priorities
The institutional opening, delivered by Sara Aagesen, underscored the political and strategic relevance of the plan at a crucial moment for Europe.
This was followed by a technical presentation from Manuel García Hernando, who outlined the main pillars of the plan:
- Strategic autonomy
- Circular economy
- Sustainable resource management
- Industrial development
Key measures include strengthening mineral exploration, enhancing the recovery of mining waste, improving geological knowledge and updating the regulatory framework.

A multi-stakeholder perspective on sector challenges
The roundtable featured contributions from leading experts, including Daniel Torrejón (Subdirección General de Minas), Alicia Valero (Instituto Universitario de Investigación Mixto ENERGAIA – Universidad de Zaragoza), Raúl de Tapia (Fundación Tormes-EB), César Luaces (primigea), Esther Alonso (Atlantic Cooper), Jesús Crespo (CC.OO.) y Eva Laín (Lain Tech), offering diverse perspectives from industry, sustainability, policy and innovation.

During the session, Alejandro Dorado Nájera highlighted the role of the circular economy in reducing dependency on external resources and improving resource efficiency.
The event concluded with a dialogue between Joan Groizard Payeras and Jordi García Brustenga, who emphasised the growing interconnection between energy, industry and raw materials as a key priority within the European agenda.

ISMC was represented by Jorge Lombán, reinforcing the cluster’s commitment to advancing a sustainable, innovative and competitive mining ecosystem aligned with European strategic objectives.
